I. SCHEDULE:
Tournament matches will be played on Saturday
and Sunday, September 4 & 5, 2010.
Team Pairings and Numbers will be drawn and known only during the
FBA of North America Officers and Board Members meeting on Friday, September 3, 2010.
First game is scheduled to start at TBA on Saturday
at The Hershey Centre. Subsequent games will be played as scheduled.
II. TOURNAMENT FORMAT:
a. Depending on the number of teams participating
in a division, the division maybe divided into pools to properly schedule the games.
b. For a team to be eliminated, the team must
lose twice (double elimination).
c. Drawing will determine the order of the teams.
III. TEAM ELIGIBILITY:
a. Must be a member of FBA of North America
or a recognized team invited by the host city.
b. Must be an organized Filipino/American or
Filipino/Canadian club or team.
IV. TEAM ROSTER:
a. Each team must submit a team roster.
The roster must be submitted to the host city on or before August 1, 2010.
b. Each player registration form must be included
with the team roster. A copy of each player's passport picture must be attached to the registration form.
c. Changes to the team roster will not be accepted
after it has been submitted to the accreditation/screening committee. At this time, the team roster becomes
official.
d. The team roster may list a maximum of 15
players.
e. Anyone whose name does not appear in the
official team roster cannot play.
f. Players must bring original copies of BIRTH
CERTIFICATE and PASSPORT to the tournament to resolve any eligibility questions.
V. TEAM OFFICIALS:
a. Each team must have designated officials such as the FBA
of North America City Director, coaches, trainers, managers or team representatives who shall be responsible for the
conduct and behavior of their players and supporters.
b. Failure of the team officials to control their players and unruly
supporters may result in the forfeiture of the team as deemd by the tournament officials and game officials.
c. The City Director shall be the voting official representing
the team in the FBA of North America. No proxy or alternate.
VI. REGISTRATION, WAIVER & LIABILITY:
a. All Directors, Coordinators, Coaches, Representatives and Players
must submit to the Accreditation/Screening Committee their registration forms with their respective city or team delegation
before the designated deadline.
b. All players must submit a registration form. The registration
form must inlcude a recent digital picture in JPG format of the player. Players whose name does not appear on Microsoft
Excel Spreadsheet Template submitted by each City will not be allowed to play. The final date for submission is
July 31, 2010.
c. A Waiver of Liability must be signed by each player,
coach, coordinator and trainer absolving the Host Committee and the entire FBA of North America and
its officers, members and tournament officials, volunteers of any liability in case of injury, death, and loss or damage of
personal property during the tournament.
VII. PLAYER QUALIFICATION:
a. Must be of Filipino blood or heritage (born in the Philippines, or
born in Canada or U.S.A. with one of the parents of Filipino ancestry). Any cause for doubt under this provision
that results in a challenge from the opposing team shall require the player in question to present his/her proof of Filipino
heritage.
b. Must be an amateur, i.e., who has never reeived any form of
compesation for playing basketball in U.S.A. or Canada.
c. Must be a resident of the city he/she is representing.
Must bring proof of residence i.e., certificate of employment, driver's license or school record. No imports allowed.
d. Must be listed in the team roster submitted to the host city
on or before the specified deadline.
e. Must submit a registration form with a recent photo to the host
city on or before the specified deadline.
f. Must provide proof of his/her age if necessary, his/her Filipino
heritage. For a player's age, on the following documents will be accepted:
- Passport
- Birth Certificate
VIII. TOURNAMENT OFFICIALS:
The FBA of North America and HOST CITY City directors
and appointees shall compose the tournament officials. These officials shall have sole jurisdiction in the enforcement
of the rules and regulations prescribed herein throughout the tournament. They have absolute authority to eject, with
or without game officials recommendation, a player or players whose conduct may joepardize the continuance of the game the
tournament as a whole.
IX. GAME OFFICIALS:
The game officials shall belong to an association, hired by, but
independent of FBA of North America and the HOST CITY.
a. The referees, scorekeepers and timekeepers are the game officials.
b. All judgments and decisions made by the referees during the
game will be final, binding and irrevocable.
c. The game officials shall be completely independent of FBA of
North America
d. Any dispute in the game with the time, score, fouls, timeouts,
etc. will be resolved by the referees.
e. The table officials shall seat only scorekeeper, timekeeper
and tournament official. Only a head coach may approach the official table for any inquiry.
Note: AN INTENTIONAL FLAGRANT FOUL IS AN AUTOMATIC EJECTION AND AUTOMATIC SUSPENSION OF THE NEXT
SCHEDULED GAME.
OTHER RULES NOT COVERED BY THE ABOVE SHALL BE DECIDED BY TOURNAMENT OFFICIALS
AND THE APPOINTEES AND ATHLETIC DIRECTORS OF FBA OF NORTH AMERICA.
X. UNIFORM & COLORS:
In order to participate in the FBA of North America tournament, a city
team/teams must have an approved uniform. The color shall be distinctive from each other. No player or team or
city will be allowed to play without the proper basketball uniform.
The following list below are the approved colors
that each participating city team/teams will use:
- Chicago - Red/White (dominant red)
- Glendale Heights - Royal Blue
- Houston - White/Red (dominant white)
- Mississauga - Orange
- Montreal - Purple or Maroon
- New Jersey - Green
- New York - Purple
- Toronto - Gold/Black (dominant gold)
- Vaughn- Black/Gold (dominant black)
- Washington DC - Black/Blue (dominant black)
- Windsor - Silver/Orange
- Winnipeg - Navy Blue
XI. FEES
a. A fee shall be collected from each city for each of their teams
to help finance the FBA of North America tournament.
b. Seed money of USD
$ 300.00 shall be paid by each city on or before May
31, 2010 with the remainder of the fees paid on or before August 22, 2010.
